Mr. Mallory is a management consultant who specializes in operational assessment and the application of quality management in organizations. He was the principal author the ASQ/ANSI G1 standard, which provides an objective and uniform method for evaluating the maturity of processes and systems in organizations. He holds a MA degree in management and is a Certified Quality Auditor (CQA) and Project Management Professional (PMP). His background includes 12 years in executive management of government agencies at the Federal and State levels, and over 25-years’ experience as a consultant, trainer, and performance coach for all levels of government.
He is a Senior Associate of the American Society for Quality, Past Chair of its Government Division, and current Chair-Elect of its Center for Quality Standards. He is the author of four books on quality, including…

Mallory has worked as a consultant with hundreds of government organizations across the United States, including local, state, and federal agencies. He has served seven times as a Malcolm Baldrige Quality Award Examiner, including services for the U.S. National Quality Award and for the California Quality Awards. As a consultant he has helped multiple organizations use and apply the Baldrige Criteria, including the California Department of Water Resources State Water Project in 2020-2021, and the Eastern Municipal Water District of Riverside County (CA) from 2005-2008.
